I live in New Hampshire, a little orange state on the map. So, since I fill out my ballots on paper and also have them tallied through optical scan, what does the category “paper” represent on the map? In such circumstances, do people look at each individual paper ballot and record the votes? That seems suspiciously more hackable, though not through electronic means.
